can the police trace a iPhone or recover it by taking the serial number?

No, the police cannot trace your iPhone by the serial number. In fact, they can't trace it at all (unless it's turned on and they have court order to get information from your carrier something they would only do if someone's life were in danger).
You file a police report so that 1) if the police ever recover the phone, they may be able to return it to you, 2) because your insurance company (if you have one) may require a police report before replacing the phone and 3) your carrier may require it so that you don't have to pay for any calls made after it was stolen (shouldn't be an issue if the phone was locked). So, yes, you should file a report but doing so will most likely not get your phone back.
